Prof Jennifer Jenkins’ lecture on “the Phonology of English as an International Language” at the University College London Summer Course in English Phonetics 2002.
However, there are a couple of caveats which Prof Jenkins wants to add here:
The two key ones are first, that she used EIL rather than ELF because EIL was better understood back in 2002 (also not laughed at like ELF!).
Second, that at the time ELF researchers understood EIL/ELF to exclude NESs, but within a couple of years realised this was completely unrealistic and unsustainable.
